It's run by Everyone Active, who also run Romford which I have found a decent rink. A lot depends on who the manager is I think. In general though I have found rinks run directly by councils to be better run than those outsourced - I'm not convinced these outsourcing arrangements work properly - there is neither the incentive to make a profit nor to run things excellently.
