I've been trying to get my one foot spin but can't. I haven't sharpened my skates or 3 months. Is it my technique or is it my skates?

No one can tell you whether your blades need sharpening or not without a hands-on inspection.  "Three months" is insufficient information:  Which model blade?  How many hours ice time?  What is the ice condition?  How careful are you off-ice (using blade guards, drying off the blades, ...)  ...?  Many, many factors determining how often you need a sharpening.

Indeed, and one would also need to know what exactly is going wrong with the spin and whether the skater used to be able to do one but has "lost" it perhaps because of not being able to hold the entry edge due to blunt edges.  In general if we're talking about a relative beginner who has never been able to spin consistently, I would be looking at technique rather than equipment, assuming the skates and blades are of reasonable quality and fit.  The best course of action is to consult with a qualified coach, though of course properly maintained blades are going to help you.  I get mine done every 30 hours or so, mainly skating on fresh ice, religiously using guards when walking on skates and drying & cleaning as soon as you leave the ice, and store them in blade soakers not walking guards.  I get a light sharpen so they don't feel that different - I am sure it's possible to go a lot longer and still skate generally fine, unless you are doing really deep edges.  If you feel your edges slipping away, it probably means you need a sharpen.
