Sad, and slightly unusually worded, almost like one is under duress; where exactly is the ban coming from, and for what justification?

Sport is supposed to be neutral & unifying.

Interesting to note how the CAS (Court of Arbitration for Sport) has ruled on a recent case;

The ban on individual Russian competitors makes no sense to me.  Just a token gesture.  If you don't want to have any awkward moments just don't include the flags/anthems.  It's an individual sport anyway, not a team sport.  Head of Women's Tennis Association had it right - politics should not prevent people from competing.
